Asbestos Surveys, For Refurbishment, Demolition & Re-inspection

RJS Waste Management are experienced in the management and handling of Asbestos contaminated waste. From our head office in Chichester, West Sussex and our regional offices in Oxford, London we provide asbestos surveys throughout the UK.

All non-domestic premises such as shops, offices, and factories built before the year 2000 are required by Law to maintain an Asbestos register.  If asbestos is present, or is presumed to be present in those buildings, then it must be dealt with appropriately to protect employees, contracted workers and visitors to their premises from the risks of contact with asbestos.

The Control of Asbestos Regulations 2012 creates a legal duty to manage. Businesses are required to record of the location and condition of materials which are presumed to contain asbestos. Our BOHS P402 certified  surveyors will carry out asbestos surveys on commercial buildings and if Asbestos is detected they will  offer advice on its management and where neccessary safe containment and removal of asbestos contaminated materieas.

Building refurbishments, alterations and demolition projects will all requiree Management and Refurbishment surveys or Demolition and Re-inspection Surveys to carried out by appropriately qualified surveyors. Asbestos management survey provide information on what asbestos present and will outline its condition and appropriate management. All waste containing Asbestos will need to be labelled, encapsulated and safely removed.

Once the survey has been completed it will then form part of your Asbestos Register . The register  will confirm compliance with Regulation 4 of the Control of Asbestos Regulations 2012 (CAR 2012. which states that landlords or duty holders have the responsibility to manage asbestos containing materials (ACMs). RJS Waste Management is authorised to handle and remove waste containing Asbestos.

Duty To Manage

If you are the person responsible for the maintenance and repair for non-domestic premises then your organisation will be bound by the Control of Asbestos Regulations (CAR) 2012 and you will have a legal duty to manage the risk posed by any asbestos that has been identified via an asbestos survey..

The Control of Asbestos Regulations (CAR) 2012 cover only non-domestic premises, such as commercial, retail or industrial sites like factories, warehouses, offices, hospitals and educational establishments, however you may still have a similar duty under the Health & Safety at Work regulations if you are responsible for premises such as flats where there are common areas, for example foyers, hallways, lifts and stairways, but not for the flats themselves.

Developing an Asbestos Management Plan

An Asbestos Management Survey is the first step towards creating your Asbestos Management plan. The survey will  identify any asbestos in the property, identify the risk that it may pose and assess whether it could be disturbed during normal occupation or maintenance. Your asbestos survey will be conducted by a qualified asbestos surveyor.

Organisations have an obligation to monitor the condition of any asbestos containing materials (ACMs) that are identifed by the asbestos survey and to identify any deterioration which may result in the release of asbestos fibres.

The regulations state that asbestos containing materials must be inspected regularly.  Our recommendation is that you have a yearly Re-Inspection Survey carried out.

Your Asbestos Register must also be reviewed on a regular basis to take account of any changes and to ensure the continued safe management of any asbestos containing materials identified during the survey.

Asbestos Removals / Collections

Duty Holders will compile their Asbestos Register from either a Management Survey or a Refurbishment Survey report. Both types of survey will have recommendations as to how to deal with any identified asbestos containing materials (ACMs). If materials that have been identified are likely to be disturbed during refurbishment work then the recommendation will normally be to remove the materials altogether.
